He is responsible for the work on civil affairs, market management and civil air defense.
He is in charge of the Department of Civil Affairs of Henan Province, the Market Regulation Administration of Henan Province (the Intellectual Property Administration of Henan Province), the Office of Civil Air Defense of Henan Province, and the Medical Products Administration of Henan Province.
He coordinates work with the Disabled Persons' Federation of Henan Province, and the Red Cross Society of Henan Province.
