Xi Jinping, general secretary of the Communist Party of China Central Committee, underlined the need to exercise full and rigorous Party self-governance to ensure that the CPC always remains the strong leadership core in advancing socialism with Chinese characteristics.
Xi made the remarks at a symposium on Aug 21 to solicit opinions and suggestions from non-CPC personages on drafting the resolution of the CPC Central Committee on certain major issues concerning persevering with full and rigorous Party self-governance, according to a statement released on Friday.
The resolution was adopted at the fifth plenary session of the 20th CPC Central Committee, which concluded on Thursday in Beijing. It was hailed as the most important outcome of the key Party meeting.
Addressing the symposium, Xi said China's success hinges on the Party and its full and rigorous self-governance.
The governance of the Party must precede the governance of the country, and only when the Party thrives can the country be strong, he said. He called for remaining vigilant of potential dangers in times of peace and amid complex environments as the Party maintains long-term governance.
Noting the achievements the Party has made in exercising full and rigorous self-governance since the 18th CPC National Congress in 2012, Xi said that the CPC still faces many new circumstances and new issues in this endeavor amid profound changes in global, national and Party conditions.
He underlined the need to approach this from the strategic height of maintaining the Party's advanced nature and integrity, consolidating the Party's governing position and realizing the Party's mission and tasks to effectively govern and build the CPC with firm confidence and resolve.
Xi said that persevering with full and rigorous Party self-governance requires continuous efforts to resolve prominent problems within the Party to ensure that it keeps purifying, improving, renewing and excelling itself.
To persevere with full and rigorous Party self-governance, the Party must also rely on the support of the people, actively accept people's supervision and humbly listen to public criticism, transforming the people's support into a powerful driving force for this endeavor, he added.
Xi called for improving the system of exercising full and rigorous Party self-governance and taking strengthening the Party politically as the overarching principle to advance Party building on all fronts.
A holistic approach must be taken to strengthen the Party spirit, improve conduct, tighten discipline and fight corruption, he said.
Multi-party cooperation and political consultation under the leadership of the CPC constitute the basic political system in China. Non-Communist parties participate in the discussion and management of State affairs.
At the symposium, leaders from non-Communist parties and the All-China Federation of Industry and Commerce, as well as personages without party affiliation, put forward opinions and suggestions on strengthening the CPC's political guidance, enhancing checks and supervision of power use and widely promoting the great achievements of the CPC's full and rigorous self-governance.
Xi said that soliciting opinions and suggestions from non-CPC personages on important Party documents and major national policies is an important manifestation of whole-process people's democracy, especially socialist consultative democracy.
He expressed the hope that the non-Communist parties, the All-China Federation of Industry and Commerce, and the personages without party affiliation keep in mind the original aspirations of multi-party cooperation, firmly support the leadership of the CPC, actively offer their advice and suggestions on national governance, and play an effective role in democratic supervision.
