The Zhengzhou Airport Economy Zone (ZAEZ) has released The Three-Year Action Plan (2025–2027) for Accelerating the Construction of a First-Class Entrepreneurship Ecosystem and Building a "Youth Entrepreneurship Paradise & International Entrepreneurship City" (hereinafter the Plan). The Plan introduces 26 specific policies under the Five "Worry-Free" Initiatives to provide comprehensive support for young entrepreneurs.

The Plan addresses the full-cycle needs of young entrepreneurs and outlines five "worry-free" support measures across the areas of space, investment, settlement, talent, and services. It includes specific policies such as providing young entrepreneurs with up to three years of 50-square-meter start-up space; providing the employing entities with up to 5 million yuan in talent recruitment funds, equivalent to 20% of the high-level talents' annual salary; and providing quality projects with up to 20 million yuan in equity investment support.

"The Plan aims to strengthen the policy support system for entrepreneurship over the next three years. By 2027, it seeks to attract 50,000 young entrepreneurs, establish over 10,000 new market entities, and create over 80,000 jobs," stated a source from ZAEZ's Administrative Committee.
