The fourth session of the 14th Henan Provincial People's Congress kicked off on January 26. Governor Wang Kai delivered the Government Work Report.
The report outlines plans for Henan to enhance both domestic and international openness in 2026. The province will steadily promote institutional opening-up, aligning actively withhigh-standard international economic and trade rules. Efforts will be accelerated to implement pilot projects for cross-border trade facilitation and smart ports, thereby improving the operation alcapacity of ports and special customs supervision zones. Efforts will focus on expanding China Railway Express routes, with a target of operating 4,000 trips. An initiative to cultivate foreign trade enterprises will be launched, aiming to establish over 1,500 new entities with import and export performance. Strategic collaboration with the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area will be strengthened. Furthermore, the 3rd Zhengzhou–Luxembourg "Air Silk Road" International Cooperation Forum is set to commence.
