On January 21, five Chinese government departments, including the Ministry of Finance, the Ministry of Commerce, the Ministry of Culture and Tourism, the General Administration of Customs, and the State Taxation Administration jointly issued the Notice on Matters Concerning Duty-Free Shops for Inbound International Travelers at Border Ports. According to the notice, a number of new duty-free shops will be established at ports nationwide to serve inbound international travelers. Zhengzhou Xinzheng International Airport has been included in the list of designated ports, marking Henan's first airport-based duty-free shop for inbound international travelers.
Duty-free shops for inbound international travelers at border ports are located within the restricted areas of airports, seaports or land ports open to international traffic, and are authorized to sell duty-free goods to arriving travelers under relevant regulations. In recent years, Zhengzhou airport has continuously enhanced its hub capacity, gradually building a global air cargo route network and an efficient passenger transport system. In 2025, the airport handled 29.192 million passengers, while cargo and mail throughput surpassed 1 million tonnes for the first time, ranking sixth nationwide with its international and regional air cargo ranking fifth in China. The steady expansion of Henan's Air Silk Road has laid a solid foundation for the establishment of an inbound duty-free shop at the port.
