Taking flights to Henan for shopping is gradually becoming a new trend. Since the beginning of this year, Henan has experienced a continuous rise in departure tax refund transactions. In the first ten months, the number of overseas tourists applying for tax refunds in Henan increased nearly 13 times year-on-year, with sales value growing nearly nine times and actual refund amounts surging nearly tentimes. The departure tax refund business has shown a positive trend of "high growth in the number of tourists, sales, and refund amounts," becoming a significant driving force for Henan to boost inbound consumption and activate the cultural and tourism market.

In addition to international brands, electronic and technological products as well as souvenirs with Henan characteristics are very popular, and tax refund can be enjoyed with a consumption of over 200 yuan," introduced by the customer service of Zhengzhou Dennis David Plaza. At the information desk of the mall, a prominent guide sign for "instant refund on purchase" departure tax refunds is displayed. Tourists who purchase goods eligible for tax refund for departure can handle the tax refund procedures here. As one of Henan's first batch of pilot tax refund stores for "buy-now-refund-now", the mall has handled tax refund for 24 overseas tourists since September 3, with sales of about 460,000 yuan and tax refund totaling 41,000 yuan.
As a major province rich in cultural and tourism resources, Henan has implemented the tax refund policy for overseas tourists' shopping departure since March 2017. In August 2025, it launched the pilot "buy-now-refund-now" convenience measure for departure tax refund, always promoting the policy implementation around the goal of "optimizing services and stimulating consumption". By the end of October, the total number of tax refund stores for departure in Henan had increased to 40, a year-on-year growth of 100%, mainly distributed in the provincial capital and popular tourist cities within the province.
