"Dual Hubs" Upgrade to "Dual Bases": Zhengzhou-Luxembourg "Air Silk Road" Enters New Phase of Industrial Cooperation

The "Dual Hubs" of logisticsare being upgraded into "Dual Bases" in manufacturing. On December 15 of 2025, two manufacturing projects from Luxembourg broke ground in Kunda Industrial Park of Zhengzhou Airport Economy Zone (ZAEZ): SolarCleano's production base for operation and maintenance robotsin Photovoltaics (PV), and FALLPROTEC's R&D and production base for high-altitude safety protection systems. This marks the first time Luxembourg's manufacturing projects have settled in China since the launch of the Zhengzhou-Luxembourg "Air Silk Road", signifying a historic progressin bilateral cooperation—from logistics to manufacturing industry.

SolarCleano is a Luxembourg-based high-tech enterprise specializing in PV operation and maintenance robots. Having been soldto over 100 countries and regions worldwide, SolarCleano's products can significantly improve PV power generation efficiency through automated operation and maintenance technology and were honored byTime magazineas Best Inventions of 2022. "We plan to deliver 500 large-scale PV operation and maintenance robots to the market within three yearsto build ZAEZ as SolarCleano's major global R&D and production base," said the personin chargeof the project.

Headquartered in Luxembourg, FALLPROTEC is a world-leading provider of high-altitude safety protection solutions specializing inthe R&D and production of industrial fall protection systems, high-altitude work safety equipment, and related technologies. Its products are widely employed in fields such as energy, construction, aviation, and industrial maintenance. The company ranks among the top in the global high-altitude safety industry in terms of technological strength and market share. The project in Kunda Industrial Park is not only FALLPROTEC's first overseas production base, but also a crucial step in its expansion into the Asia-Pacific market.

The two companies will each build one production line in Kunda Industrial Park, with the first phase of the projects expected to be completed in the first quarter of 2026. These construction agreements were signed back on September 12, 2025 (Luxembourg local time) between the heads of the two companies and ZAEZ, making them the first batch of manufacturing projects to settle in China under the Zhengzhou-Luxembourg "Air Silk Road" cooperation framework.

"It's only been three months since the signing in Luxembourg to today's groundbreaking, demonstrating the 'ZAEZ Speed' and 'Henan Efficiency', "the above-mentioned person in charge stated. He added that they will actively promote Henan and ZAEZ within the industry and in Luxembourg as a whole to attract more European enterprises to settle here.

On the same day of the groundbreaking, several local enterprises in ZAEZ signed letters of intent for procurement with the two Luxembourg companies, showcasingthe local market's support for the cooperative projects.
