Zhengzhou Xinzheng Comprehensive Bonded Zone's foreign trade value ranks second in China in first 3Qs

On October 22nd, reporters learned from Zhengzhou Airport Economy Zone (ZAEZ) that in the first three quarters of this year, Zhengzhou Xinzheng Comprehensive Bonded Zone (hereinafter referred to as XCBZ) completed a total import and export value of 299.76 billion yuan, a year-on-year increase of 29.3%, jumping to the 2nd place among all comprehensive bonded zones in China. Meanwhile, the cross-border e-commerce export cargo volume of Zhengzhou Airport Port (ZAP) surged by 106.2% year-on-year to 180,000 tons, accounting for 52% of Henan province's international export cargo volume.

Behind the impressive achievements lies the continuous improvement of the business environment and the steady elevation of opening-up levels in ZAEZ.

In terms of enterprise services, joint incentive measures for Authorized Economic Operators (AEO) by customs have been introduced. The number of registered foreign trade enterprises in this zone has exceeded 1,000, with their activity rate increasing by over 44% year-on-year. The number of enterprises actually conducting business in XCBZ has risen by 46% year-on-year, highlighting a growing industrial agglomeration effect.

In terms of project construction, Xin Nanyang Fresh Food Base project with an investment of 480 million yuan is soon to be put into operation. An annual trade procurement agreement exceeding 100 million yuan has been reached with a Malaysian enterprise, injecting new vitality into industrial transformation and upgrading.

In terms of policy innovation, the "Matters of One Category" reform for foreign trade has brought significant convenience. Fourteen high-frequency matters are now handled in an integrated manner, reducing enterprise visits by 86% and processing time by 92%. The "Zone-Port Integration" model was successfully selected as one of the first ten typical reform cases for Henan's integration into and service of the national unified market in 2025, and a sixth-batch "best practice case" of the national pilot free trade zones. "International Road Transport" was also included in the second batch of reform typical cases for Henan's integration into and service of the national unified big market. From January to September this year, ZCBZ supervised 48,000 tons of inbound and outbound goods through the "Zone-Port Integration" model, a year-on-year increase of 25.9%.

ZAEZ's multiple departments, including Port Administration, Investment Promotion Department, and Government Services and Big Data Center, have "clenched fingers into a fist", coordinating efforts with Zhengzhou Immigration Inspection, Xinzheng Customs and Airport Customs affiliated to Zhengzhou Customs. Their efficient collaboration in smoothing the "Fast Track" for foreign trade services has yielded remarkable results beyond XCBZ.

Cross-border e-commerce business in the entire zone continues its explosive growth. At the West Cargo Terminal of Zhengzhou Xinzheng International Airport, an international cargo flight takes off or lands every 20 minutes. There are over 50 flights per week primarily for cross-border e-commerce exports, and the busy operation scene outlines a vivid picture of the vibrant "Air Silk Road". In the first three quarters, nearly 210 million orders were completed cumulatively, a year-on-year increase of 95%, among which the export order volume soared by 142% year-on-year.

The number of inbound and outbound cargo flights at ZAP took the lead in exceeding 10,000, making it the first airport port in Central China to reach the "10,000-flight" level. Up to now, the international and regional cargo and mail throughput has exceeded 470,000 tons, a year-on-year increase of over 40%, surpassing the total volume of last year more than two months ahead of schedule.

The "air-land linkage" international logistics channel has become increasingly unimpeded. Zhengzhou International Inland Port (ZIH in ZAEZ) has operated nearly 650 freight trains, and its core functional area is about to commence regular operation. The number of inbound and outbound mail items at the postal port increased by 22.3% year-on-year. International road transport added 2 new routes, cumulatively opening 21 routes to 9 countries.

Various ports are operating busily, demonstrating strong vitality in opening-up. In the first three quarters, ZAEZ completed a total import and export value of 317.94 billion yuan, a year-on-year increase of 32.8%, including 194.85 billion yuan in exports, a year-on-year increase of 55.2%.
