On the evening of March 28, a TIR truck carrying 21 tons of frozen chicken feet arrived at Xinzheng Comprehensive Bonded Zone of Zhengzhou Airport Economy Zone after an 8-day traveling of 11 thousand kilometers from the Russian city of St. Petersburg, marking the first frozen meat imported via a TIR truck in Central China.
The TIR system is a global customs facilitation system in the field of cross-border cargo transportation, which is established based on the Convention on International Transport of Goods Under Cover of TIR Carnets (also known as the TIR Convention) of the United Nations. Featuring cost-effectiveness and flexibility, it could provide preclearance and “door-to-door”services with reduced turnaround time.

According to Qiu Xiaojuan, operation manager of Zhengzhou Hongyi Transportation Co., Ltd., theTIR trucks do not need to go through traditional customs clearance procedures in the contracting countries. The local customs only need to check the TIR certificate and customs seals of the departure city. Therefore, the temperature within the containers can be controlled. At the same time, the reduced customs checks and logistics time from 12 days to 8 days help enhance transportation efficiency and reduce the damage rate of the frozen cargo.
"Giving full play to our advantages and roles, we will provide assistance to enterprises in expanding their businesses, and work to import more frozen meat," said Ji Dakai, senior port economy commissioner of the Integrated Bonded Zone and Port Services Bureau of Zhengzhou Airport Economy Zone, adding that the bureau is collaborating closely with the customs, transportation and other departments to encourage enterprises to enrich the TIR logistics modes and cargo categories, thus constantly expanding the strength of Zhengzhou Airport Economy Zone in TIR services.
