Starting on January 11, we are launching the "Wonderful Henan·Here We Are (Digital Henan)" series to show you the measures Henan will take during the 14th Five-Year Plan period (2021-25) to advance the building of national big data comprehensive pilot zones and accelerate the development of digital economy. Accelerating the development of new smart cities
加快建设新型智慧城市
We will promote the development of new smart cities according to different classifications, carry out the building of pilot and demonstration smart cities, promote the integrated application of spatial geographic information and 5G, and explore the development of basic platforms for urban information models. We will accelerate the development of the "urban brain" central platform mainly under the jurisdiction of provincial governments, integrate information systems and data resources in public security, municipal management, transportation, emergency management, health & care, spatial geography and other fields, implement the "one map" overall digital management of city buildings, public spaces and underground pipe networks, and realize the design of running the whole city with one integrated network system. We will carry forward the building of standardized smart communities, improve smart service circles for the convenience and benefit of the people, and build smart communities that enjoy the integration of integrated community services and management functions.
分级分类推进新型智慧城市建设，开展新型智慧城市试点和示范创建，推进空间地理信息与5G融合应用，探索建设城市信息模型基础平台。加快以省辖市为主体的“城市大脑”中枢平台建设，整合公共安全、市政管理、交通运输、应急管理、卫生健康、空间地理等领域信息系统和数据资源，推行城市楼宇、公共空间、地下管网等“一张图”数字化管理和城市运行一网统管。推进标准化规范化智慧小区建设，完善便民惠民智慧服务圈，打造综合集成社区服务和管理功能的一体化智慧社区。

Promoting the building of the digital countryside
推动数字乡村建设
We will carry out the provincial-level demonstration and upgrading project to bring information to villages and households, accelerate the extension of high-speed fiber-optic broadband networks, narrowband IOT and 5G networks to rural areas, and promote the integration of agricultural and rural information service platforms and application systems, implement the project to sell agricultural products into cities with the help of the internet, and build a number of smart logistics distribution centers. We will push forward digital rural governance, build a comprehensive village-level service platform guided by Party building, and make comprehensive social governance in rural areas more refined and intelligent, develop rural network culture and further digitalize public cultural products and services in rural areas.
实施信息进村入户整省推进示范提升工程，加快高速光纤宽带网、窄带物联网和5G网络向农村延伸覆盖，推动农业农村信息化服务平台和应用系统整合。实施“互联网+农产品出村进城”工程，建成一批智慧物流配送中心。推进乡村数字化治理，构建以党建为引领的村级综合服务平台，提升农村社会综合治理精细化、智能化水平。繁荣发展乡村网络文化，推进农村公共文化产品和服务数字化。

Offering new services for the digital life
打造数字生活新服务
Conforming to the new trend of online consumption, we will accelerate the integrated development of online and offline consumer services, cultivate a city that serves as a model for offering new digital life services, build an open platform for provincial smart tourism, promote service modes such as cloud scenic spots and cloud venues, and create a number of diamond-grade smart tourism scenic spots. We will normalize business mode innovation in fields such as shared travel, catering take-out, online group buying and the experience economy, encourage cloud transformation of living service places such as large supermarkets and chain stores, and develop contactless services such as smart stores, smart delivery and self-assist terminals. We will promote the inclusive application of digital services, and push forth digitization of public service resources in schools, hospitals, theaters, stadiums and nursing homes. We will help the public to improve their digital skills, and intensify the training for rural talents of practical skills in information technology and e-commerce, so as to achieve full coverage of information services.
顺应线上消费新趋势，加快生活性服务业线上线下融合发展，培育具有示范带动作用的数字生活新服务标杆城市。建设省智慧旅游开放平台，推广云上景区、云上场馆等服务模式，打造一批“钻级”智慧旅游景区。规范推动共享出行、餐饮外卖、网络团购、体验经济等领域商业模式创新，鼓励大型商超、连锁店等生活服务场所云化改造，发展智慧门店、智慧配送、自助终端等无接触服务。推动数字化服务普惠应用，推进学校、医院、文体场馆、养老院等公共服务资源数字化。提升全民数字技能，加强农村实用人才信息技术和电子商务技能培训，实现信息服务全覆盖。
