Henan issued government bonds totaling 70.8 billion yuan, all of which are refinancing bonds, according to the Henan Provincial Department of Finance on December 2. These funds are designated for swapping existing hidden debts, repaying outstanding obligations, and covering the principal of maturing local government bonds.
The bonds issued include 5-year refinancing general bonds, 5-year refinancing special bonds, 15-year refinancing special bonds, and 30-year refinancing special bonds, with respective amounts of 45 billion yuan, 12.1 billion yuan, 25.9 billion yuan, and 28.3 billion yuan. The issuance interest rates are 1.74%, 1.74%, 2.21%, and 2.29%, respectively.
